Yep there sure are. Google for this and you could be surprised at what you find.
Q. Could you please let us know which are the most efficient, user friendly and developer friendly CMS available suitable for low cost solution providers.
It would be tough for me to select a single most efficient, user friendly and developer friendly CMS. I normally choose a CMS depending upon what has to be delivered.
For small sites - 10 to 25pages. With about 3 or 4 standard interactive pages such as Contact us, within the 10 to 25page grouping - I'd go for Wordpress. Although there really is a ton of stuff you can do with Wordpress today.
For larger site, 10 to 25 pages, that grows at the rate of about 5 to 10 extra pages per week. Largish interactivity, like a Contact Us page, Forum, Social Networking sub-System and so on, I'd normally opt for Joomla.
For a smallish E-Commerce website, with about 10 to 25 static pages, that get updated from time to time, bound to a decent shopping cart and about two three payment gateways, Joomla or Magneto
For a large E-Commerce portal, 50 to 100pages of static content that gets updated fairly regularly, bound to several 6 to 8different payment gateways, with a User account section and such stuff, its likely I'd opt for Drupal.
Interwoven and Sharepoint, while they can be used for Internet driven application development (just like Wordpress, Joomla, Magneto or Drupal and so on) currently I do not use these products at all.
Q. Is there a specially available frameworks been implemented for Joomla?
Yep there are - Google for this. There are several available / in use today. They all have medium to steep learning curves, but having become competent in on the others are relatively easy to pick up and use.

Oh Yes, a ton available. Again Google for PHP Development Frameworks and you will be astonished at what you'd find.
Why not do a study of available frameworks for Joomla / PHP and begin sharing this with other forum members. I'm sure there are a lot of people who would be interested.
