On a fresh install, why does Apache have three config
files - srm.conf, access.conf and httpd.conf?

There is two main files httpd.conf and access.conf file.
httpd is main configuration file and access.conf is use for
to view apache logs. third one is not important.

srm.conf, access.conf files are remnants from the NCSA times.

If you delete them and just stick with httpd.conf it will work.
