The "VirtueMart complete package" file is not installable! It contains other zip files and documentation that must be extracted first.
Navigate to the folder where you have saves the downloaded VirtueMart main zip file. Extract the files inside from within the downloaded zip file.
To extract files from the downloaded zip file, select the zip file, right click the zip file and select the option Extract to VirtueMart_1.1.5-COMPLETE_PACKAGE.j15\ as shown in Diagram 1.

Once the folder has been extracted, a folder with the name VirtueMart_1.1.5-COMPLETE_PACKAGE.j15 will be created. Double click the folder and you will see the main zip file, modules folder, plugins folder and VirtueMart_1.1_Installation.pdf provide by VirtueMart as shown in Diagram 2.

Once extracted, the installation of the VirtueMart component in Joomla1.5 can begin. First login to Joomla via its administrative. Simply enter the url_of_your_website/administrator in your Browser. Enter the appropriate username, and password { which was provided while installing Joomla} and then click on Login as shown in Diagram 3.

After logging in to the Joomla Admin backend, a Control Panel page opens as shown in Diagram 4. The Control Panel provides access to different Joomla! functions and features.

For installing the Joomla VirtueMart Go to the Extensions menu and click on the Install / Uninstall option as shown in Diagram 5.

An Extension Manager page opens. In the Upload Package File section, click the Browse button as shown in Diagram 6.

Navigate to the VirtueMart folder via the file browser that opens up. Select and Open the component zip file ( com_virturemart_1.1.5,j15.zip ) from there as shown in Diagram 7.

The zip file name appears in the Package File text box as shown in Diagram 8. Then click the Upload File & Install button.

Once the file has been uploaded you will see the successful installation message as shown in Diagram 9.

After the successful installation message, if you want to install sample data for VirtueMart, on the right hand side of the message click on Install SAMPLE DATA >>as shown in Diagram 10.

If you don’t wish to install sample data click on Go directly to the Shop >>as shown in Diagram 11.

When you click on either “Install SAMPLE DATA” or “Go directly to the Shop” an alert will be displayed as shown in Diagram 12.

If you click on Go directly to the Shop, you will be taken to the Product Discount List Page as shown in Diagram 13.

If you click on Install SAMPLE DATA, you will be taken to the Control Panel of Your Store as shown in Diagram 14.

In the same way you can install the modules and plugins provided in the Complete Package of VirtueMart, according to your requirement.
